Scotland is set to fail to deliver its fuel poverty targets set for 2016. Energy Action Scotland has blamed the Scottish Government for this failure while housing minister Margaret Burgess accused Westminster for failing to enforce targets placed on the big energy companies.

With winter closing in, one in four people in the country are expected to be in fuel poverty this year. Despite poverty becoming more marked among low income families, due to Westminster welfare reform, many believe the Scottish Government isn’t mitigating the impact enough.

Who’s to blame - does it lie with the Westminster government or the Scottish Government?
